Faster registration of member associations of federations

On 14 February 2012, the National Board of Patents and Registration of Finland (NBPR) will introduce a new online service called Liittokaista (‘Federation lane’). The service forms part of the electronic notices system of the Register of Associations, and it speeds up the processing of basic notices and rule amendments of member associations in federations.

The service is intended for federations with a fixed federation structure, i.e. there are not many distinctive features in the rules of its member associations, such as the name, or a part of it, and the domicile.

To be able to use the service, the federation must have preliminary checked rules for its member associations. The use of the service, and the identification procedure for it, requires prior agreement with the NBPR if the federation requires its member associations to have the federation’s approval for the use of their rules.

Once the agreement is completed, the NBPR includes the preliminary checked rules as model rules in the system and provides guidance to federation officials on how to use it. The federation then informs its member associations of the service and encourages them to file their notices online.

1. Identify yourself to the service as agreed with the NBPR:

2. Once you have identified yourself, select applicable preliminary checked rules.

3. Select the association to which the notice relates – either an association being formed or an already registered association.

4. Inform the member association of the document code of the notice so that the member association representative can fill in the notice.

Instructions for member associations – how to file a basic notice and rule amendments

1. Association representative: Fill in the pre-completed notice and rules, and enter the details about persons entitled to sign for the association.

2. Chairperson of the association: Sign the notice by using your personal Internet banking codes or your mobile certificate.

3. Association representative: Pay the fee through the electronic notices system by using your Internet banking codes in order for the notice to become pending.

It may also be agreed that the federation pays several notice fees together.

The NBPR registers notices filed through this service in two weeks if
