When are preliminary checks made?
Before important congresses, large federations let the Register of Associations check the amendments to their own bylaws and to the bylaws of their member associations. In this way, the federations make sure that the congress deals with proposed bylaws approved by the Register of Associations.
Federations also let the Register of Associations check the bylaws of their member associations, district organisations and divisions and thereby ensure that the bylaws do not contradict each other and that every member association follows the same model bylaws.
A preliminary check can also be requested by an association having special grounds to let the Register of Associations in advance examine an unusual, proposed bylaw or whether, for example, an association can be registered as a non-profit association.
The Association Register conducts a preliminary check when the size of an association, the significance of an amendment to a bylaw or other similar matters so require.
